Chung Wah Association (WA) is a century-old community organisation and a cornerstone of the Chinese community in Western Australia. The Association is committed to serving the Chinese community, promoting Chinese Australian cultural exchange, and advancing multicultural development.
To support the Association’s future strategic growth, we are seeking to appoint a General Manager. This is a rare opportunity for a values-driven and capable leader to play a pivotal role in shaping the future of the Chinese community in Western Australia.
1. Position Overview
- Position Title: General Manager
- Employment Type: Full-time
- Reporting To: The Executive Committee (EXCO) of Chung Wah Association
- Location: Perth, Western Australia
2. Term and Remuneration
- Public Recruitment Period: 1 January 2026 – 1 March 2026
- Interview Date: Early March 2026 (shortlisted candidates will be contacted)
a. Probation Period
- Period: 1 April 2026 – 30 June 2026
- Remuneration: AUD 100,000 per annum
b. Formal Appointment
- Term: 1 July 2026 – 1 July 2027
- Remuneration: AUD 100,000 – 150,000 per annum (commensurate with experience and performance)
3. Key Responsibilities
a. Brand Leadership & External Engagement
- Develop and implement medium- to long-term branding and positioning strategies, drawing on the Association’s century-long heritage
- Establish and manage multi-channel communication platforms (WeChat, Facebook,
mainstream and Chinese media) - Represent the Association in ongoing engagement with State and Federal Government departments and multicultural agencies, advocating for the Chinese community’s interests
b. Organisational Management & Compliance
- Oversee the operational management of the Association’s city and northern region premises
- Ensure compliance with Australian not-for-profit regulations and EXCO resolutions
- Coordinate and align the operations of affiliated organisations under Chung Wah Association
c. Events, Programs & Community Engagement
- Lead the planning and delivery of major signature events (e.g. Chinese New Year celebrations, Mid-Autumn Festival, China–Australia cultural exchange programs)
- Foster collaboration with Chinese associations and industry groups across Western Australia
- Develop sponsorships and partnerships with government and corporate stakeholders
d. Community Services & Public Affairs
- Conduct regular research into community needs across areas such as migration, employment, legal services, education and aged care
- Integrate local professional resources to establish sustainable community service platforms
- Compile and submit community feedback and issue-based reports to relevant government bodies
e. Team Leadership & Council Support
- Build and manage an effective operational team and volunteer network
- Work with the Council to develop and implement annual budgets and financial controls
- Provide regular progress reports to the Council and seek guidance on major matters
4. Selection Criteria
a. Professional Background
- Bachelor’s degree or above (Public Administration, Business Administration, Social Work, or Cross-Cultural Studies preferred)
- Sound knowledge of Australian not-for-profit governance and compliance requirements (e.g. ACNC), and Western Australian multicultural policies
b. Experience & Capability
- Minimum of 3 years’ experience in brand management, community leadership, or not-for-profit management
- Proven experience in planning and delivering large-scale community or cultural events (1,000+ participants preferred)
- Demonstrated success in government funding applications or investment attraction highly regarded
- Strong understanding of the Western Australian Chinese community and local professional service networks
c. Language Skills
- Fluent in both English and Chinese (written and spoken)
- Proficiency in Cantonese or Minnan dialects will be highly regarded
